Clearly, we have got a lot of agreement on our disagreement with the Senate's way of doing business. Of course, one of their impediments that I know I have encouraged a change in that they haven't taken up is the 60-vote rule just to bring up a bill. So many of the bills, when we were in the majority, that would go over to the Senate that we felt strongly about that would not be brought up, it was a majority Republican Senate, but because they have a 60-vote requirement, the minority could and would, on occasion, prevent many of those bills from coming up. But that is why I suggested to the gentleman, what we found is, of the issues we would like to tackle that we really do feel confident we can get an agreement with the President on, the Senate has shown a higher likelihood of taking up a bill if it has got that broad support. And so in the example of H.R. 3--and, for the record, there were only two Republicans who voted for it--while that could be called bipartisan, there was a separate package of bills that came out of committee unanimously.…
