“Section 501(a) provides to the Corps of Engineers more than $1 billion in emergency supplemental funding for disaster relief. The section makes those funds available ``for emergency expenses for repair of damages caused by the storm and flood events of 2011.'' Am I correct in my understanding that included in the ``damages'' to be addressed by section 501(a) is the loss of navigation channel dimensions caused or exacerbated by this year's floods?”
