“I don't, for the very simple reason that in the House, the House-passed legislation went beyond the scope of what we passed in the Senate to include legislation, or to expand the use of this legislation to transactions that involved securities and other transactions which would fall under our Banking Committee's jurisdiction. Had those been in the initial legislation we introduced here, then the jurisdiction of this bill in the Senate might have been altered or in some way divided. For that reason, I think there is a very valid argument for the Banking Committee, because of the broader nature of the legislation that came to the House, to participate in the conference.”
