I do not think we want to extend the debate unnecessarily here, because the issues on this amendment are virtually identical to the issues that were on the floor in the context of Senator Simpson's amendment. The fact is that this is almost the same amendment as Senator Simpson's amendment. As we heard, modest efforts are being made to apply some of these visas to, as I understand it, some of the other categories besides the children and spouses of permanent residents, but it is going to work out, as Senator Kennedy has said, to a very, very few, just because those categories will consume such a high percentage of the visas that are going to be available under this very substantial amendment. Second, the priorities, as I see them, that were established in the previous amendment are in this amendment as well. Once again, we see an overwhelming percentage of the immigration that will be legal under this amendment going not to the children of citizens of the United States, adult children or married children, but rather to the children of noncitizens, many of whom are, in fact, individuals who were once illegal aliens. It seems to me those priorities are not the appropriate ones that we should establish.
