“I want to thank Senator Helms for accepting my Sense of the Senate amendment. This amendment expresses the sense of the Senate that Congress should impose certain, targeted sanctions against officials and companies working for the Government of the People's Republic of China. The purpose is to express the indignation of our country at the abuses of human rights going on now in that country, as well as recent attempts by entities controlled in whole or in part by the Chinese Government to violate American laws and influence American policy.
