My understanding is States have experimented with merit pay programs since the 1960s. I can recall in the late 1960s when I was an intern working in the education office of the Governor of Michigan, we were looking at various experimental programs, learning from models from places such as North Carolina and other States that were experimenting with those programs. It seems to me this is not a new proposal at all. It is one with which various States have experimented and employed in different ways for a long time. That was my first experience with it, I think in 1969, 1970.
