I take a few minutes to talk about the Volunteer Protection Act and to respond to some of what I considered to be unjustified criticisms of the act which we have heard on the floor in recent hours. As I mentioned yesterday when we began this debate, the Volunteer Protection Act will give our volunteers and nonprofit organizations who rely on volunteers some much needed relief from frivolous lawsuits that are filed based on the actions of volunteers. All too often, while we ought to be protecting and encouraging volunteers--which President Clinton, Colin Powell, former President Bush, and others have done such a commendable job of encouraging in Philadelphia this week--we are, instead, permitting them to be subjected to baseless, abusive and unwarranted lawsuits. Perhaps most disturbing to me is that some opponents of this legislation tried to characterize it by claiming it would protect white supremacist groups and other hate groups. That charge is entirely unfounded.
