I have tremendous respect for my colleagues on the other side, Mr. Conyers and Ms. Jackson Lee. I understand her amendment is heartfelt and has the proper motive and attention. I would just suggest, again, that the risk of this amendment outweighs any potential benefit because it creates the kind of loopholes that we are trying here desperately to prevent.
