Madam Speaker, I have tremendous respect for my colleagues on the other side, Mr. Conyers and Ms. Jackson Lee. I understand her amendment is heartfelt and has the proper motive and attention. I would just suggest, again, that the risk of this amendment outweighs any potential benefit because it creates the kind of loopholes that we are trying here desperately to prevent. Madam Speaker, I urge my colleagues to oppose the amendment, and I yield back the balance of my time. The SPEAKER pro tempore. Pursuant to the rule, the previous question is ordered on the bill, as amended, and on the amendment offered by the gentlewoman from Texas (Ms. Jackson Lee). The question is on the amendment offered by the gentlewoman from Texas (Ms. Jackson Lee). The question was taken; and the Speaker pro tempore announced that the noes appeared to have it.
