Mr. Speaker, I told my friend that I would be faithful to him because he has been faithful to participate in all the Special Order hours if I kept the trains running on time. I yield now to the gentleman from Pennsylvania (Mr. Keller), who I slighted earlier. I would invite him to talk more about all these crises we are facing.
