Speaker Mike Johnson, R-La., who shepherded the bill through the House, took a victory lap after the vote, saying that House Republicans "stood together" with one Democrat to keep the government's lights on.
Johnson emphasized Republican unity in passing the funding bill to avoid a government shutdown.

I’m sure that the conclusion from this opinion is you have to amend the Constitution to fix that.
I certainly want him to take the biggest, boldest marker that he has and do that big Trump signature proudly on that legislation, because we’re delivering for the people and that’s what he wants to do.
So I hope he does sign it. If he doesn't, it's still law; we'll still celebrate it. But he's trying to make a point and I think he's making it very effectively.
