Reclaiming my time about the brilliant amendment, it is, again, not necessary. And in response to the question, the court does not always approve every one of these; and that is the point. The gist of this amendment and the purpose of the bill is to restore and strengthen our Article I power under the Constitution. You may not like the way Congress operates, you may not like all of the decisions that are made here, but in their infinite wisdom, this is how the Founders designed our system. It has worked very well, and it will continue to do so. For that reason, I oppose the amendment. Mr. Chairman, I yield back the balance of my time. The Acting CHAIR.
