Madam President, I was proud to nominate Pastor Chad Hardbarger and his wife Marsha. They served as foster parents in Louisiana for over 9 years. Amazingly, the couple has cared for 14 children from the foster care system and have adopted 6 of those children out of foster care. They have a 19-year-old, a 14-year-old, an 11-year-old, a 9-year-old, an 8-year-old, and a 7-year-old. They are in the process of adopting a special infant named Amber. All of them are here in Washington and have had a great tour of the city today. Monique, Chris, Bryce, Jordan, Bailey, Gavyn, and Amber are a wonderful family that was brought together and into the loving home of Pastor Chad and his wife Marcia. They are now working with their local church in Shreveport--in the northwest Louisiana area--to help advocate and get other churches and other families involved in fostering and adopting. I was so pleased to present the award to the senior pastor of Emmanuel Baptist Church. He has established his own ministry, Fashioned for a Home, and he does so many great things to help our children. These children don't have any fancy lobbyists or PR firms fighting for them. The pastors at home, their wives, and advocates are the ones who are doing a beautiful job. Congratulations to Chad Harbinger and his wife Marsha. I was so moved when I met Senator Wicker's angel at the pinning ceremony, and he was such an interesting angel that I wanted to put his story in the Congressional Record.…
