I want the record to show this floor never voted on the reform, and the cure that came out of the conference committee is worse than the disease. Second, I want to tell the Senator from Pennsylvania I think this is going to come back to haunt him because the people of his own State are going to be negatively affected by his actions today. There are 74,000 people in Pennsylvania--4,000 in Philadelphia alone but 74,000 people in Pennsylvania who pay flood insurance rates.…”
