I call up my amendment No. 2321. The PRESIDING OFFICER. The clerk will report. The legislative clerk read as follows: The Senator from Louisiana [Ms. Landrieu] proposes an amendment numbered 2321. The amendment is as follows: (Purpose: To move a section from the rural development title to the credit title) On page 508, strike lines 13 and 14 and insert the following: ``SEC. 3430. PROHIBITION ON USE OF LOANS FOR CERTAIN PURPOSES. ``(a) In General.--Except as provided in subsections (b) and (c), the Secretary may not approve a loan under this subtitle to drain, dredge, fill, level, or otherwise manipulate a wetland (as defined in section 1201(a) of the Food Security Act of 1985 (16 U.S.C. 3801(a))), or to engage in any activity that results in impairing or reducing the flow, circulation, or reach of water. ``(b) Prior Activity.--Subsection (a) does not apply in the case of-- ``(1) an activity related to the maintenance of a previously converted wetland; or ``(2) an activity that had already commenced before November 28, 1990. ``(c) Exception.--This section shall not apply to a loan made or guaranteed under this subtitle for a utility line. ``SEC. 3431. AUTHORIZATION OF APPROPRIATIONS AND ALLOCATION OF FUNDS. Beginning on page 750, strike line 14 and all that follows through page 751, line 6. The PRESIDING OFFICER.
