Because I think both of you expressed the real need of communities where Federal policies have severely impacted their abilities to produce their own revenues and the need for some sort of partnership and sharing to produce the natural resources in a wise way, respecting the environment, but also respecting the needs of Americans to work and to remain competitive in this world.
