Before this law was passed, as everyone knows, Gulf Coast States played host to energy production offshore and our States, Louisiana, Texas, Mississippi and Alabama, that were production host States, received virtually no share of the revenues from the Outer Continental Shelf which begins only 3 miles off of our coast.
