Every single item is paid for. Although some people don't like the pay-fors, every single item to extend a tax credit--not new spending on the part of the Federal Government through bureaucracy but tax credits--is paid for except for the unemployment benefits because it is an emergency. With 15 million people out of work, it is an emergency. For anyone on that side to come to the floor and say Democrats are big spenders and we can't pay for anything and we don't know how to run the government, we have put a great package together.…”
