I am going to speak about this amendment in just a minute, but first I want to respond to Senator Thune. I wish we could get a vote on my amendment as well as this one because I would like to vote and strongly express my objection to his amendment. I will comment for just a minute. I chair the Appropriations Homeland Security Subcommittee that is actually building the fence. The money that builds it comes through my committee. I have looked at the fence they are trying to build. It is shocking to me, and would be shocking to everyone in America if they could see it. No matter if we build a single fence or double fence with spacing in between, it will be easy for people to get over it or under it. I will vote against Senator Thune's amendment because I am not going to waste taxpayer money on a dumb fence, and that is what his fence would be. We need to build a smart fence. A fence is not just a physical structure which can be built out of a variety of different materials with or without barbed wire on the top. A smart fence is what Senator McCain and I want to build. Since he is from Arizona, I think he knows a little bit more about this than the Senator from South Dakota who doesn't have a border with Mexico but only with Canada, and that is quite different.…
