I am on the floor to speak about a different subject, one that is very important to the State of Louisiana and the people of our State--an issue that has been mischaracterized for months now in all sorts of venues--and I thought taking an opportunity today, for a couple of hours, to go through the request by the State of Louisiana for a change or realignment of our FMAP formula, the formula that funds our Medicaid system, would be good to do.
