Madam President, we have had a very enlightening debate this morning on the floor that started at 9:30. It has been continuing until now. The good news about this debate is that although we did not win on this vote--cloture was not invoked--Main Street is still winning and we are alive. We are still standing. Earlier this morning, the two leaders came to the floor and said--basically agreed--that if we can have a few more amendments, what I heard the minority leader say, the Senator from Kentucky--the minority leader said a few more amendments, we could then bring some help to Main Street. Main Street has been waiting for a year and a half. We have had bill after bill, amendment after amendment. What I heard this morning from the minority leader was very positive. He said: All we need is just a few more amendments. I asked what ``a few'' was. Was that two or three or four or five? That answer never came. I am assuming that ``a few'' is a few, and if we work hard over the next few hours and come up with a few, Main Street could win because this bill is about Main Street and businesses on Main Street. It is not about Wall Street. It is not about big banks. It is about small community banks and the small businesses in our country that are desperate for help. This bill has $12 billion in tax cuts for small business, not big business. This bill has a $30 billion lending program that is voluntary, with no restrictions for small banks, not big banks.…
