Mr. President, I wish to thank Senator Cardin for his cooperation. He has been so patient. It is an important amendment. It is an amendment that both Senator Snowe and I support and many other colleagues support it. We hope to get to a time, if not this week, as soon as we get back, to be able to offer and have this amendment pending so it can receive the vote I do think it deserves. I see the Senator from Indiana, who I think wants to speak on a different amendment, so I will yield the floor. The PRESIDING OFFICER (Mr. Brown of Ohio). The Senator from Indiana is recognized.
