Vietnam, a member of the United Nations, has systematically violated these rights and has no intention of keeping the promise that it made to the U.S. Congress in 2006 to steadily improve its human rights record.
And therefore I would ask the Congress to take actions now to back up our dialogue with action to show Vietnam that these are no longer empty words.
