Clearly, this will have an effect on the jobs and economic livelihood on coastal and fishery-dependent communities and could have a devastating economic impact on a range of ocean users. So, for that reason, I stand in support and urge my colleagues to support this resolution as well.

Isn't the problem, in fact, it doesn't matter how much money you throw at, it doesn't matter who you put in charge, if you don't hold people accountable for their actions or lack of actions, you are never going to get good results.
