And again, I would just have to say, there's a dynamic to money. And yes, some of it may be paid back. But at the end of the day, if the money is not fully paid back, or paid back at the appropriate rate and the taxpayers have to make up the difference, then I would say that certainly in the private sector that wouldn't work out. And I think that we should hold government, nongovernment, all those who handle money, and particularly taxpayer money, we need to hold them to the same standard. And they're not delivering on that return of investment.
