No war was ever won with technology alone. Battles and wars, whether in the 15th century or in the 20th or 21st century, require quality men and women, dedicated to our country, well trained, capable of defending our national interest. That is why this piece of legislation is so important to our Nation and our children's future. It is important because in this legislation is the funding for quality of life issues for our military families. In today's all volunteer force, I can think of few things more important to our long-term national security than ensuring quality housing facilities and day care facilities for military families, often split by thousands of miles as the father or mother are off deployed to other nations, or even fighting for the interests of our country, while their children remain at home. I want to say that I am deeply disappointed that this bill spends $1 billion less before inflation is even taken into account than the military construction budget of just one year ago.
