I wonder if you could tell us whether it would be in order to allow the majority to amend the underlying bill that provides for agricultural subsidies to prohibit Members of Congress who receive financial benefits payments and taxpayer subsidies from the underlying legislation from actually voting on the legislation from which they directly profit financially? Would that be in order for the majority to amend the bill for that purpose? The SPEAKER pro tempore. The majority manager is in charge of the pending resolution.
