2 years ago I met a young Army soldier in my district who had missed the birth of his first child because he was serving our Nation in Desert Storm. He then missed the birth of his second child because he was doing his duty, as his Nation called him to do, in Bosnia. There is nothing this Congress can do to make up for the sacrifice of that young Army soldier. But what I am deeply grateful for is that through the leadership of Chairman Porter and Ranking Member Obey, this Nation has made a commitment through the Impact Aid Program to see that that young soldier when he is serving thousands of miles away from his family, serving his country, he or she can be sure that his or her sons and daughters will receive a firstclass education. It seems to me that that is a moral duty of this Congress. It is also the right thing to do to ensure a strong national defense, because all of the technology in the world, without the best and brightest soldiers and Marines and Navy pilots and sailors, will not ensure our Nation's defense.
