if I could just ask the distinguished gentleman one question. In my 8 years in the House, I do not think there has been anything close to a proposed $15 billion cut in veterans' programs. I know the gentleman has been here a number of years longer than I have, and my question to the gentleman would be, in all of the years he has been in this body, has there ever been a proposal passed that would have cut as much as $15 billion out of veterans' health care programs? To my knowledge, that has never occurred, and if that is true, what the gentleman is basically trying to stop today and what Members are going to vote on in just a minute is whether or not they want to allow the largest single cut in our time for veterans' health care benefits.
