“let me first make a comment and say that cloaking partisan amendments in the name of the war on terrorism is not patriotism, in my personal opinion. Because we all want to support homeland defense and the war against terrorism. Fact number three. On Tuesday night, the Committee on Rules under the direction of the Republican leadership of this House took a bipartisan bill to fund our war on terrorism and made it a Christmas tree full of partisan ornaments, amendments that have absolutely nothing to do with the title or the subject of this bill.”
