I only wish life were so simple. We pass the Istook amendment and magically parents and teenagers communicate on all personal issues. Teenagers stop having sex and dysfunctional families become close. Would it not be nice? I do not mind if some people choose to live in a dream world. But I mind greatly when some political dreams become a nightmare for thousands of young Americans. Maybe this amendment will make some feel good in the comfort of their happy home this evening, but the reality is it will result in misery for thousands of young Americans. For me, Mr. Chairman, that is simply too high of a price for others to pay for me to feel good tonight. In the real world, the consequence of this amendment is more abortions and more unplanned pregnancies. If our moral message to teenagers is that they should face the consequences of their actions, maybe we in Congress should stop preaching and start practicing tonight on this amendment. Vote ``no'' on the Istook amendment.
