that said, I think that we really need to look at the management. There is reason to believe there may be some management problems there. I am a physician. I know about quality of care. Too often too many decisions made by some industry, some industries that we deal with, politicians, and unfortunately we are all politicians, are not always made on what is real quality of care. I think there is good reason to look at what is going on in the management of these hospitals. Let me bring up something that has been brought to my attention by the gentlewoman from New York. There is one administrator for all these hospitals. This system that was set up actually pays bonuses to administrators in terms of added salary for giving money back. I agree, I have a problem with that. I do not feel that an administrator should receive a bonus for depriving a veteran of health benefits. I am a veteran. We all have veterans. Veterans across the country should get good care. We should look at quality of care and some equity in the system.
