The text of the amendment is as follows: At the end of title IV of the committee print, insert the following: SEC. 409. ABILITY FOR U.S.-FLAGGED OFFSHORE SUPPLY VESSELS TO WORK IN OTHER COUNTRIES. Any offshore supply vessel that is in compliance with the damage stability requirements of section 1.1.4 of the Guidance on Implementation of IMO Resolution A.673(16) for U.S. Offshore Supply Vessels may carry unlimited amounts of Grade D and E cargoes in addition to the unlimited amounts of drilling fluids outlined in such section 1.1.4 when such vessel is operating seaward of the United States boundary line. The Acting CHAIR. Pursuant to House Resolution 455, the gentleman from Louisiana (Mr. Landry) and a Member opposed each will control 5 minutes.
