I certainly do appreciate the gentlewoman from Maine's concerns, and I appreciate her understanding of one of the two components of what we are discussing today. The component that my friend from Maine is discussing pertains to recreational vessels and port traffic. That is one component, and the gentlewoman is correct. However, the component that my friend from Louisiana and I are raising concerns about is the energy component that has impacted 6 million acres in the Gulf of Mexico. This is actually a bifurcated decision or approach. One component was rejected, the gentlewoman is correct. The component that we are discussing actually is very much alive and very much relevant. I certainly share the concerns that the gentlewoman has recognized. I appreciate that component, but that is not what this amendment pertains to; therefore, I again insist upon this amendment. Madam Chair, I urge adoption, and I reserve the balance of my time.
