I would argue that when laws put a timeline in place, then what an agency should do is calibrate their answer to the time that is available.
Whenever the Department comes in and they put additional steps that are hurdles in the process, you are potentially lengthening, dragging out the amount of time it takes to actually achieve that environmental objective.
I do think that we need to be thinking about a remedy there, because there needs to be a performance--if people aren't performing, they shouldn't be paid.
All of these groups are supporting this bill and urging a ``no'' vote on the other bill, H.R. 5342.
