The home State I represent, Louisiana, the watershed goes from the State of Montana to New York and comes all the way down. You can take this proposed definition, and you can basically apply it to 90 percent of the lands in south Louisiana. This bill simply requires consultation with stakeholders, consultation with the property owners. This is a tax. This is a taking of private property. Mr. Chairman, I want to state: This is private property; this is people's homes; it is people's farms; it is people's small businesses, and it is impeding their ability to achieve the American Dream. Mr. Chairman, I urge support of this bill.
