Yes. Absolutely. That is the intention that we would not exceed the authorized amount of the project authorized by the Corps or by FEMA. As I indicated, we couldn't build a project more than once, so whatever that authorized level is in existing Federal law, that would apply.

I appreciate the work that the GAO has done to help identify some of these concerns to the Congress.
I do think that we need to be thinking about a remedy there, because there needs to be a performance--if people aren't performing, they shouldn't be paid.
