Mr. Chairman, I would just like to follow up on the chairman of the committee's comments. The 2007 cite that Chairman Shuster referenced goes back to actually a WRDA 1999 provision. I believe it is section 212 of WRDA 1999 that actually provides the study and project implementation authorization. The 2007 language that was cited amends the 1999 language. So these projects were previously addressed by Congress. I want to say it again, Mr. Chairman. We have a backwards policy in regard to Federal disasters where we come in and spend billions of dollars after a disaster instead of spending millions of dollars before, making our communities more resilient. I am going to say it again. Thirteen people died here. We have incredible financial uncertainty and folks' inability to get back in their homes because they may be faced with a $100,000 or more cost to elevate these slabs to come into compliance with the new base flood elevation. By expediting these projects, we can eliminate that financial uncertainty and we can get people back in their homes and restore our community as quickly as possible. I urge adoption of the amendment.
