“I am pleased to bring to floor a motion to dispose of the Senate amendment to H.R. 1643. This bill originated in the House as a grant of most-favored-nation status to Bulgaria. The Senate amended this bill by striking all of the text of the House-passed version and inserting a provision that would extend the expired continuing resolution until January 12. The motion that I am offering today would strike the Senate-proposed provision and insert instead a targeted appropriations bill.
