This Congress has chosen to cut back on the role of Government and fulfill the pledge of the President of the United States when he stood before this body several months ago and said to the American people that the era of big Government is now over. I have still not figured out whether he meant e-r-a or e-r-r-o-r, but the fact is he is right, and this Congress has borne his comments out.
