Let me recount briefly the history of this because it is important. Several years ago during the ObamaCare debate there was a proposal made by many, including myself and one of the leaders was Senator Chuck Grassley of Iowa, and that proposal was actually adopted, amazingly, to my pleasant surprise at the time, and put in the ObamaCare bill.
