WRRDA 2014 has crystal clear language that the Corps has a responsibility to perform operation and maintenance on the IHNC Surge and Barge Sector Gates, on the West Closure Complex and on the Harvey Canal Sector Gates, and that the cost share is 65 Federal and 35 local.
