through the Chair, I thank the Senator from Oklahoma. I briefly want to say two things: No. 1, I too am very supportive of this bill, which I do think is a strong bipartisan and a reform-oriented effort. I think the best proof of that is that it came out of our EPW committee 18 to 0. We have a committee that reflects the wide spectrum of opinion of the entire Senate. The waterway infrastructure bill is important, so I am very supportive of it. No. 2, I am also very glad we have this open amendment process. I think it reflects a lot of work and goodwill on a lot of folks' part, including the Chair and myself. I welcome this debate and vote. We want to take up and vote on amendments. With that show of good faith, I hope Members can focus on germane--or at least relevant--amendments, and that is what we will be turning to in our next set of amendments. I hope this open process and show of good faith engenders that response. I look forward to all of these amendments and debates and votes. With that, I thank the Senator from Oklahoma for the time.
