This is very little to ask this Congress to do--to agree, within 6 or 8 years, to do the hard work to balance our budget in return for giving the President more authority to borrow more money. We owe it to the American people to let them decide for themselves and let the States ratify it. This is a huge decision. All we are asking our Democratic colleagues to do is to let America decide if we should have a balanced budget. Let America decide if it is a radical, extreme idea that we live within our means and stop spending more than we are bringing in. I know how America is going to answer that question, and that is why I want to give them the chance to answer it. Mr. President, you have the money you need to meet our obligations, but once and for all we need to mean what we say and stop spending this country into bankruptcy. I thank the Chair. I yield.
