As the gentleman knows, if he is speaking of the $5 billion program, under the President's proposal, it would be paid for by the selling of the spectrums. So the $5 billion program is in fact paid for or will be paid for. An expanded program, I do not know if the gentleman was speaking of an expanded program, a serious problem in terms of the number of dollars we need to improve all of the American schools. It was in the billions, I forgot the exact number. But we have to focus on it. I think it has to be a partnership between local, State, and Federal government.
