Treasury might be perceived as speaking or committing to legislative policy recommendations on behalf of Congress without full consultation with Congress.
I can't understand, so I ask you this personally, not as a Member of the Administration.
I questioned Secretary Lew about this last year during the budget talks, and subsequently the Administration put this on hold for less than a year.
I think it is an absolutely terrible idea for the Federal Government to start picking winners and losers in this area.
