I think it is wrong to play politics with this. When I heard we were going to bring forward a bill to deal with our State Revolving Loan Funds, I was very happy about it. I said, yes, this is something that is very much needed in Louisiana and certainly needed for small rural, disadvantaged communities throughout our Nation. Yet, what we have got now is a situation with the Davis-Bacon provisions inserted into this bill which is going to create significant problems. My fear is, with the bill as it stands, it is going to put our communities at a point where they can't access these funds.
