I can assure my colleague that is the intent, and that is to move forward with policy that will help Americans in need.

I condemn this crude oil tax in the harshest terms. I think it is the wrong diagnosis and the wrong prescription.

There has been so much uncertainty, but this is a very draconian penalty.
