I believe that America's opportunity to lead, the catalyst for leadership is trade promotion authority, which then opens a door and gives our negotiators the best leverage to move forward on TPP, on TTIP, on TISA, and all these trade agreements.

We are seeing the costs going up. And of course what the President is proposing is higher taxpayer liability.
This is an absolutely essential amendment because we need more transparency about methods and how these assumptions are built into what they are proposing. Mr. Chairman, I yield 2 minutes to the gentleman from Georgia (Mr. Loudermilk).
This has to be resolved, because if America is going to lead in trade, we have to have enforcement of our laws.
