Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act may be used by the Secretary of the Interior to implement, administer, or enforce any rule or guidance of the same substance as the proposed rule regarding Risk Management, Financial Assurance and Loss Prevention for which advanced notice of proposed rulemaking was published by the Bureau of Ocean Energy Management on August 19, 2014 (79 Fed. Reg. 49027) or the National Notice to Lessees and Operators of Federal Oil and Gas and Sulphur Leases, Outer Continental Shelf (OCS) issued by such Bureau (NTL No. 2016-N03). The Acting CHAIR.
