Actually it is neither. It is a personal responsibility.
This bill modernizes excise tax rates for brewers and importers.
I think it is an absolutely terrible idea for the Federal Government to start picking winners and losers in this area.
I think it is wrong-headed, and I think it will damage opportunities for seniors to get the best possible care.
